The DFS has extended the suspension of “the requirement that a monitor be present to complete producer continuing education and pre-licensing course exams” until July 8th, 2020.  ITI will continue to offer our exams On-Line without a monitor through July 8th.

Since 1996, ITI has provided in-person course exams across New York to help licensees meet their insurance CE needs.  As the pandemic continues to subside, ITI will resume in-person testing across the state, in accordance with State guidance.

We encourage licensees with 2020 expiration dates who have not yet completed their CE requirement to take advantage of the online testing option and limit personal contact during this time.  Registration is quick and once registered ITI must provide licensees with 7-days to complete their self-study course material, in accordance with DFS rules.  After the study period, ITI sends registered students a link to our secure on-line testing site and certificates are delivered via email.

Supplement No. 1 to
Insurance Circular Letter No. 9 (2020)

STATUTORY AND REGULATORY REFERENCES:  N.Y. Insurance Law Article 21

This is an update to Insurance Circular Letter No. 9 (2020) relating to “Coronavirus and Insurance Producer Licensing Requirements” issued by DFS on March 25, 2020.  Insurance Circular Letter No. 9 (2020) suspended the expiration of licenses for all individual producers for 60 days, from March 25, 2020 through May 24, 2020; waived any late fees resulting from, and accruing during, this 60-day period; and suspended the requirement that a monitor be present to complete producer continuing education and pre-licensing course exams online during this 60-day period.

 

As producers continue to face challenges in obtaining the requisite number of continuing education credits in advance of their license expiration dates as a result of the COVID-19 pandemic, DFS hereby extends the relief provided in Insurance Circular Letter No. 9 (2020) for an additional 45 days, through July 8, 2020.  At the end of this 45-day period, all licenses that would have expired but for this extension will automatically expire unless the producer has submitted a license renewal application, including completion of all necessary continuing education credits, before that date.

ITI is now offering an “Online Exam” to licensees impacted by the COVID-19 restrictions.

ITI will provide online testing (without a monitor) until further notice from the NY-DFS.

ITI will allow licenses that are set to expire before November 20th, (180 days from May 25) to take their ITI Continuing Education Exam online, without an in-person monitor.

Individuals who were scheduled to take their exam and had their session cancelled or postponed will receive an email message from ITI with specific information about our new online testing option.

For most individuals who are scheduled for an upcoming exam date, please look for an email from ITI in the next day about your class and options.   Please remember that if your license is set to expire after November 20th, you may not be eligible for this option.

Our gratitude goes out to our customers who are sticking with ITI as our community and the world tackle the Covid-19 pandemic.  Our team has been working on a new online exam process for you, and while we have seen a hiccup or two, we believe it will be up and running in the next few days.

Please remember that the NY DFS has taken steps to protect your license.

  • License expiration has been extended by 60 days from March 25th.
  • When an individual does renew their license, they will need to have 15 credits of CE reported to the NY DFS.
  • The NY DFS has temporarily waived the in-person monitoring requirement.

Our staff is working to first provide online exams to those whose classes have been cancelled.  ITI will then open this new process to all others.

  • As a temporary accommodation, DFS will suspend the expiration of licenses for all individual producers for the next 60 days and waive any late fees resulting from, and accruing during, this suspension period.

The health and safety of our customers is a top priority for all of us at ITI.  However, the NY DFS has not postponed licensing renewal dates, due to the Corona – Covid-19 virus.  Therefore ITI will keep our classes open for those who need Continuing Education Credits to renew their licenses.
ITI has never canceled a public course or exam date, and we do not have any plans to do so.  However, we encourage all individuals attending an exam session to use reasonable caution to protect themselves and others.  The NYS Department of Health provides the following guidance:

Prevention

While there is currently no vaccine to prevent this virus, these simple steps can help stop the spread of this and other respiratory viruses:

  • Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.
  • Avoid touching your eyes, nose and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Stay home when you are sick.
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
  • Clean and disinfect frequently touched objects and surfaces.
ITI will continue to monitory the DFS.NY.GOV website and pass along updates if and when they become available.

ITI is complying with the orders to halt the spread of the Corona Virus.  Your protection and the safety of all New Yorkers is our concern.  Effective March 30th, all public courses in April 2020 are postponed!
